Quern is a tiny parish in Schleswig, the region that had just returned to Germany following the 1920 plebiscite — South Schleswig voted to remain German while North Schleswig joined Denmark. This Notgeld issue almost certainly reflects the administrative and monetary disruption that followed the border realignment, with small municipalities scrambling to cover small-change shortages while the national economy deteriorated.
Printed by Heinrich Appel in nearby Süderbrarup, a local printer serving the rural Angeln district rather than one of the major Notgeld houses. The reference number suggests multiple variants exist within the series.
