This was Notgeld in its most mundane, administrative form: a local institution filling a gap that Berlin could not. The Grabowski reference suffix "9/9" indicates this is the final plate position in a nine-note sheet, a detail that occasionally shows as slightly heavier ink coverage at the margins due to edge pressure during printing.
