Diego Velázquez de Cuéllar founded the first seven Spanish settlements in Cuba beginning in 1511, making him the island's original colonial governor — a figure the revolutionary Cuban state would otherwise have little interest in celebrating. This coin belongs to a series issued in the early 1990s when Cuba, facing the collapse of Soviet subsidies and desperate for hard currency, aggressively targeted the international bullion and numismatic collector market. The historical subject matter was chosen for export appeal, not ideological alignment.
