Austria-Hungary established its Military General Governorate in Montenegro following the rapid collapse of Montenegrin resistance in January 1916 — King Nikola fled to exile in France, and the country was administered as occupied territory for the remainder of the war. This 50 Perpera note was part of a parallel currency system introduced to manage the occupied economy without fully displacing the existing Montenegrin perper, which had itself only been established in 1906.

The choice to denominate these notes in perpera rather than kronen was administratively deliberate: it kept the local population transacting in familiar units while the occupiers controlled supply. Pick M153 is among the higher face values in the military issue series, suggesting it was aimed at larger commercial transactions rather than daily wage payments.
