Finland's wartime shift to copper for this denomination was a direct consequence of the Winter War and the economic dislocation that followed. Nickel, previously used for the type, was redirected toward the war effort after the Soviet invasion of November 1939. The copper issues span the Continuation War years as well, a period when Finnish industry operated under severe material constraints and partial German economic alignment.
