The Thesouro do Estado do Rio Grande do Sul issued these state bonus notes as a fiscal instrument tied to Rio Grande do Sul's considerable political autonomy under the Old Republic's decentralized structure. 1930 is a charged date for this issuer — Getúlio Vargas, then governor of Rio Grande do Sul, launched his successful revolution in October of that year, toppling the federal government within weeks of these notes circulating.

Lithografia da Livraria do Globo was a Porto Alegre commercial printer, not a security printing house, and the production quality reflects that. The series saw no continuation after the political upheaval of late 1930.
