Estonia's first domestic currency issue came with unusual speed. Following the declaration of independence in February 1918 and the subsequent German occupation, the newly reconstituted Eesti Pank began issuing marka notes in 1919 before a permanent currency framework was even fully legislated. These early emissions were a functional necessity — German marks and Tsarist roubles were still in circulation, and the new state needed paper that announced its own monetary authority without waiting for ideal conditions.

The 1919 series was printed locally under constrained wartime conditions, which accounts for the relatively modest production quality compared to later Estonian issues contracted to foreign security printers. The Estonian War of Independence was still being fought when these notes entered circulation.
