Turkmenistan's 2020 banknote series was issued to mark the 25th anniversary of the country's permanent neutrality status, recognised by the United Nations in 1995 — an unusual political occasion for a currency redesign, and one that reflects the Turkmen government's habit of using banknotes as instruments of national narrative. The neutrality theme was not incidental; it was the explicit brief for the entire series.

Thomas De La Rue's involvement here is standard for Central Asian issuers seeking credibility through a recognised security printer, and the feature package — holographic strip, colour-shifting ink — is consistent with De La Rue's mid-tier sovereign contracts of this period.
