Windhag bei Waidhofen an der Ybbs is a small rural commune in Lower Austria, and like hundreds of similarly sized municipalities it resorted to printing its own Notgeld during the postwar currency collapse — the Austrian crown had hemorrhaged value and coin virtually disappeared from circulation. J. Kielar in Amstetten handled the printing, a local commercial job rather than a specialist banknote firm. Three signatories authenticate the issue, an unusual number for a village-level emergency note, suggesting the commune took the formality of the instrument seriously.
