Weitra, in Lower Austria's Waldviertel, was among hundreds of Austrian municipalities forced to issue their own emergency scrip after the collapse of the Habsburg monetary system left small-denomination coins virtually absent from circulation. These Notgeld issues were an administrative headache born of necessity — the central government couldn't keep up with demand for low-value coinage in the chaotic postwar years, so towns handled it themselves.
Three signatories authenticate this note: a Gemeinderot, the Vizebürgermeister, and a third official — an unusual triple-signature arrangement that suggests the local council was being deliberately cautious about authorizing the issue.
