Sankt Georgen an der Gusen is a market town in Upper Austria, and this 50 Heller note is a Notgeld issue — emergency municipal scrip printed to address the catastrophic small-coin shortage that gripped Austria in the years immediately following the collapse of the Habsburg state. The Oesterreichisch-ungarische Bank's coin production had effectively ceased, and towns of every size were left to fend for themselves. Hundreds of municipalities issued their own paper in denominations nobody had bothered with before.
The JPR0886I series from this commune is modestly documented. Survival rates for small-town Austrian Notgeld vary enormously — many were cancelled and pulped once the federal coinage situation stabilized around 1921–22.
