Schrems is a small market town in the Waldviertel region of Lower Austria, and this 50 Heller note is a product of the Notgeld wave that swept Austrian municipalities between 1919 and 1921. The postwar collapse of the Habsburg monetary system left local authorities scrambling to maintain small-denomination liquidity; the central government simply could not produce enough low-value coin and currency to meet everyday transactional needs.
Three signatories authenticate this note — the Bürgermeister, his deputy, and a designated finance officer — an unusually complete administrative endorsement for a piece of emergency scrip from a town this size.
