The legal text states the authorisation of the voucher issue by municipal council resolution of 27 June 1920, the total issue amount of 50,000 Kronen, and the redemption terms at the Gemeindeamt in Pfarrwerfen until 31 December 1920. Pfarrwerfen is a small parish commune in the Salzach valley south of Salzburg, and this 50 Heller note is a product of the Notgeld wave that swept Austria's municipalities between 1919 and 1921 — a direct consequence of the currency chaos following the dissolution of the Austro-Hungarian monarchy. Local governments printed their own emergency fractional notes because small-denomination coinage had effectively vanished from circulation, hoarded or melted down during the war years.
R. Kiesel was a Salzburg printer responsible for a number of regional Notgeld issues across the province, with F. X. Stadler handling the design work. The "b" variant designation in the Jaksc catalogue typically signals a paper stock or color difference from the primary type.
