Lichtenau bei Haslach is a small textile-mill village in the Mühlviertel, and this note is a product of the Notgeld wave that swept Austrian municipalities between 1920 and 1922 — a direct consequence of the chronic small-coin shortage that followed the collapse of the Habsburg monetary system. Communes issued their own emergency fractions because the new Austrian Republic simply could not mint enough low-denomination coinage fast enough to meet everyday transaction needs.
Hugo Gumpenberger's signature as Bürgermeister gives this piece its legal standing. Printed in Linz by a regional press rather than one of the Vienna specialists, which is typical of Upper Austrian Notgeld from this period.
