Gramastetten is a small market commune in Upper Austria, and this Heller note is a product of the Notgeld wave that swept Austrian municipalities between 1919 and 1922 — a period when small-denomination coinage had effectively vanished from circulation, hoarded or melted down in the chaos following the empire's collapse. Thousands of towns issued their own emergency paper, most of it locally designed and printed to wildly varying standards.

Hugo Gielge was among the more capable designers working in this regional Notgeld genre. His involvement here suggests the commune invested some effort in presentation rather than simply running off plain coupons.
