Chinese ration coupons of this type were administrative instruments, not currency — they entitled the bearer to purchase a fixed quantity of a controlled commodity at a state-set price, and had no exchange value beyond that single transaction. Cooking oil remained under China's rationing system well into the late 1980s, with county-level governments managing their own local coupon stocks independently of provincial or national schemes. Huojia County, a small agricultural county in northern Henan, would have printed and distributed these through its grain and oil bureaus.

County-issued oil coupons from this period were rarely preserved — they were torn, stamped, or surrendered at the point of purchase and discarded.
