The 1964 issue falls within a tightly controlled series produced under the Duvalier government, a period when the BNRH was effectively an instrument of state finance rather than an independent central institution. ABnc had supplied Haitian currency for decades by this point, maintaining a consistent relationship with Port-au-Prince across multiple political regimes.

The watermark is the sole mechanical security measure on this type — a notable restraint for a denomination of this size, and one that made competent counterfeiting less difficult than it should have been.
