Standard Chartered's Hong Kong dollar issues occupy an odd legal position: the bank prints and issues notes but does so under the authority of the Hong Kong Monetary Authority, backing each note with US dollars held in the Exchange Fund at the linked rate of 7.80. The 2003 series was the first full redesign from the bank in over a decade, replacing a format that had been largely unchanged since the late 1980s.

For a note of this denomination, the security specification is notably lean — watermark only, at a time when competing issuers and international standards were moving aggressively toward holograms and security threads. That gap has been a recurring criticism of this issue.
