Palau's large-format silver issues of this type are produced under a licensing arrangement common among Pacific island microstates — the coins are legal tender of Palau but are designed, marketed, and distributed entirely by European minting houses, in this case through partnerships coordinating with the Paris Mint. Palau itself has no domestic mint and a population of roughly 18,000, making its prolific commemorative program one of the most commercially active in the world relative to its size.
The Paris Mint — Monnaie de Paris — holds the distinction of being the oldest continuously operating mint in the world, tracing production records to 864 AD under the Edict of Pîtres.
