| Obverse description | Right-facing crowned effigy of Queen Elizabeth II, engraved by Raphael David Maklouf, wearing the George IV State Diadem, drop earring, and pearl necklace. The portrait is rendered in high relief against a mirror-polished field, with fine detail in the Queen's curled hair and regal attire. The legend ELIZABETH II arcs along the left periphery and COOK ISLANDS along the right, both in raised Latin capitals. The date 1990 appears in the lower exergue.
