The E4 Series "Max" entered service in 1997 as the world's only double-decker Shinkansen train, built to address severe capacity constraints on the Tokyo–Niigata corridor. Its retirement came in October 2021 — the same year this coin was struck — when the final revenue run was completed ahead of the Hokuriku Shinkansen extension work.

Cook Islands has no postal service with Japan, no trade relationship of consequence, and no historical connection to high-speed rail. The country's numismatic program exists almost entirely as a licensing vehicle, and this gold piece is a product of that arrangement rather than any sovereign impulse.
