Cook Islands' wildlife-themed commemorative program of the late 1980s and early 1990s was largely a licensing operation — designs were contracted out, coins were struck in bulk for the collector market, and the issuing authority had little practical involvement beyond lending its name. The peregrine falcon issue appeared at a moment when the species had only recently been pulled back from near-extinction in North America, with DDT-caused reproductive failure having collapsed breeding populations through the 1960s and 1970s. The U.S. federal ban on DDT came in 1972; by 1991, recovery programs using captive breeding were showing measurable results.
