Notre-Dame de Paris burned on 15 April 2019, and within months mints worldwide were producing commemorative issues capitalizing on the disaster. Niue's involvement is purely a licensing arrangement — the island nation generates significant revenue by contracting its sovereign issuing authority to third-party minting operations, most commonly the New Zealand Mint. The actual design, production, and distribution of this kilo piece had nothing to do with the Pacific territory beyond the legal right to strike coinage in its name.
The restoration fund officially opened the same month the fire was extinguished, with French law passed in July 2019 governing its administration.
