Niue entered the commemorative coin market aggressively in the late 1980s, licensing celebrity and sports figures through arrangements that had little to do with the island's 1,800-person population and everything to do with generating foreign revenue. Beckenbauer was at the time managing West Germany, having led the national side to the 1986 World Cup final — his dual status as the only man to win the World Cup as both captain and manager made him a marketable subject ahead of Italia 90.
The .625 fineness is notably below the .925 standard typical of collector silver issues from this period, a cost-cutting decision common across Niue's early sports series.
