The seal is flanked by decorative foliate and diamond-shaped ornamental elements, with two crossed traditional Niuean paddles rendered in relief below. The field throughout is embellished with a striking pointillist texture composed of numerous raised and recessed spherical dots of varying sizes, creating a dynamic visual effect.
