Libya's 2014 coinage was issued while the country was fracturing between rival governments — the internationally recognized Council of Deputies based in Tobruk and the Tripoli-based General National Congress both claiming legitimacy following the collapse of the post-Gaddafi transitional period. The Central Bank of Libya, physically located in Tripoli, managed to maintain nominal monetary authority throughout the split, though its practical reach across the country was severely compromised.
Copper-nickel plated steel replaced solid copper-nickel in this series largely as a cost-reduction measure common to central banks managing currencies under economic duress.
