Brazil's monetary system went through five currency changes between 1942 and 1994, and this note sits in the middle of that turbulence. The overprint on P#219 stock was a fiscal stopgap — the Banco Central revalued and restamped existing cruzado novo notes as cruzeiros when the Collor government's March 1990 economic plan, Plano Collor, froze roughly 80% of private bank deposits overnight in a radical anti-inflation measure. New dedicated print runs couldn't keep pace with the immediate demand for currency in circulation.
Casa da Moeda applied the overprint domestically, which occasionally produced misalignment issues on this series worth checking on any given example.
