Vélez-Blanco is a small municipality in the Almería province of Andalusia, and like hundreds of Spanish towns during the Civil War, its ayuntamiento issued fractional emergency paper when Republican-zone coin shortages made small change effectively impossible to obtain. These local emisiones of 1937 were produced under no central authority — each municipality improvised its own design, authorization stamp, and print run, sometimes on whatever paper was at hand.
