Solsona is a small cathedral city in the Lleida province of Catalonia, and like hundreds of Catalan and Valencian municipalities during the Civil War, its ayuntamiento resorted to issuing its own fractional paper currency after the Republic's silver and copper coinage effectively vanished from circulation in 1936 — hoarded, melted, or simply not reaching rural and semi-rural areas. These local emergency issues, known collectively as papel moneda local or moneda de necessitat in Catalan, were technically illegal under central Republican monetary law but tolerated out of sheer practical necessity.
The Turró catalogue remains the definitive reference for these Spanish municipal issues, and 2389 places this firmly within the documented Solsona emission. Imprenta Litografia Sabadell y Cia. handled a significant volume of such work for Catalan municipalities throughout 1937.
