Four municipal coats of arms — for Lectoure, Lombez, Condom, and Mirande — occupy the corners, with the town name AUCH at the top of the central vignette and the interlaced monogram CG repeated on either side. |

The Chambre de Commerce du Gers issued these small-denomination emergency notes under the authority granted to French chambers of commerce during and after the First World War, when coin shortages stripped small change from everyday commerce almost entirely. The enabling legislation of 1914–1917 allowed regional chambers to issue fiduciary paper in denominations below one franc — a practical concession to economic reality that produced hundreds of distinct local issues across France.
Th. Bouquet & Cie printed from their Auch premises, making this one of the relatively few French necessity issues where the printing house and the issuing authority were located in the same town.
