That the Chambre de Commerce managed to organize and print its own emergency fractional currency in these conditions — using a local printer, Georges Freisz — says something about the administrative determination to maintain everyday commerce when Banque de France small change had effectively vanished from circulation. Freisz was a local printing house, not a security printer, which accounts for the relatively simple watermark as the sole security feature.
