Rochefort-sur-Mer's Chamber of Commerce began issuing emergency fractional notes in 1915 as small-denomination coinage effectively disappeared from circulation — hoarded, melted, or absorbed by wartime demand for metal. This was a nationwide problem in France, and hundreds of local chambers issued their own scrip under a 1914 authorization that allowed commercial bodies to fill the gap the Banque de France could not. The Keller Frères press in Angoulême handled a significant volume of such emergency paper for southwestern France during the war years.
