Wartime small-change emergency. The Banque de France's withdrawal of subsidiary coinage during World War One forced hundreds of French chambers of commerce to print their own low-denomination bons, and Nice's chamber was among the most prolific issuers in the south. Robaudy in Cannes handled much of the regional printing work for these fractional notes, a practical arrangement given proximity.
Marius Simon's design credit is unusually specific for a bon de nécessité of this denomination — most were typeset affairs with minimal artistic input.
