French chambers of commerce were authorized to issue emergency small-change notes during WWI after the hoarding of metal coinage created a severe transactional crisis across the country — by mid-1915, fractional coins had essentially disappeared from circulation. The Corrèze chamber's issues filled that gap locally, printed by Pierre Dumont in nearby Limoges.
