Angoulême's Chamber of Commerce issued this fractional note amid the chronic small-change shortage that plagued France well into the early 1920s — a problem rooted in wartime metal requisitions that never fully resolved once peace returned. Hundreds of French chambers and municipal bodies produced their own emergency fractions during this period, but locally printed examples like this one, produced by Keller frères rather than a Parisian specialist house, are more regionally specific in character.
The watermark security on a note of this denomination and origin is worth noting — a level of production care not universal among provincial emergency issuers of the period.
