Agen's Chamber of Commerce began issuing small-denomination emergency notes in 1914 as the wartime hoarding of coins — particularly copper and nickel — created acute change shortages across provincial France. The Lot-et-Garonne department was no exception. These chambres de commerce notes filled a gap the Banque de France had no mandate and little interest in filling at that denomination level.
The JP references cover multiple varieties across the series, with minor typographic differences between emissions sufficient to distinguish them catalogually but rarely remarked upon in general collections.
