Rwanda's shift to nickel clad steel for this denomination came as part of a broader post-genocide monetary reconstruction effort — the National Bank had been rebuilding its currency infrastructure since the mid-1990s, when the war and mass displacement had effectively collapsed domestic commerce. The "Type 2 legend" designation distinguishes this issue from its predecessor by a revised inscription arrangement, a change made without altering the underlying design.
