This issue belongs to a Lao commemorative series pairing the country's currency with major foreign cities — an arrangement that has less to do with Laos than with the wholesale market for themed silver rounds sold to collectors abroad. Novosibirsk, chosen here, is Russia's third-largest city and the administrative capital of Siberia, founded in 1893 as a crossing point for the Trans-Siberian Railway.
The Bank of the Lao PDR has issued dozens of such pieces under licensing arrangements common among small-nation mints seeking hard currency revenue from the global commemorative trade.
