Jugobanka's component banks — the "osnovne banke" — were semi-autonomous units tied to specific municipalities, and Kula, a small town in the Vojvodina, operated one of the lesser-known branches in the network. This coupon-format instrument emerged during Yugoslavia's hyperinflationary collapse in the early 1990s, when the dinar was losing value faster than the central printing apparatus could respond.
