Salta issued this note during Argentina's provincial quasi-currency crisis of the early 1990s, when several provinces began printing their own scrip — locally called "patacones" or by various regional names — to meet payroll obligations the national government could no longer fund. The Province of Salta's series was among the more substantial of these emergency emissions, with face values reaching into the tens of thousands of australes at a moment when the austral itself was collapsing toward the peso convertible transition of 1992.
Casa de Moneda's involvement lent the issue a degree of technical legitimacy that some provincial scrip lacked entirely.
