The Bank of Hopei was a provincial bank established by the Nationalist government to manage finances in Hebei Province, but by 1934 it was operating under conditions of acute political pressure — Japanese forces had effectively neutralized central government authority in the region following the Tanggu Truce signed in May 1933. Notes issued through this period carry an uncomfortable ambiguity about which power they ultimately served.
The Bureau of Engraving and Printing in Peiping was one of the few domestic security printers capable of producing notes to a credible technical standard, though its output was frequently disrupted by the political instability that consumed northern China through the mid-1930s.
