North Korea's collector coinage program, run through the state-controlled Korea Minting and Security Printing Corporation, has functioned primarily as a hard-currency earner since the 1970s — these pieces were never intended for domestic circulation and were sold abroad through intermediaries, often at prices bearing no relationship to face value. The 2015 aluminium issues fall squarely within that tradition.
