The "Epoch-Making Events" series from Pacific island nations in the late 1990s was a crowded genre — dozens of small issuers producing broadly similar commemorative programmes aimed squarely at the collector market ahead of the millennium. Samoa's entries were distributed largely through the Franklin Mint's international dealer network rather than through domestic circulation channels.
