The 7th Coinage of James VI was authorized following a series of monetary reforms aimed at stabilizing Scotland's chronically debased currency. By the 1590s, the Scottish merk and its fractions had suffered decades of debasement, and this issue — struck in substantially finer silver than its immediate predecessors — was part of a broader revaluation effort tied to James's increasing attention to his international standing as he maneuvered toward the English succession.
Spink 5494 is among the more elusive denominations of the series. The Edinburgh mint's output during this window was inconsistent, and surviving pieces show considerable variation in die quality across the eight-year span of the issue.
