The 1979 issue followed the fall of Idi Amin's government in April of that year, when Ugandan forces backed by Tanzania drove Amin from power. A new series was required quickly, and the existing relationship with Thomas De La Rue meant turnaround was relatively fast — though the political situation during printing was still fluid enough that the notes entered circulation under a transitional authority rather than a stable postwar government.

The 5 Shillings denomination was already modest by 1979, with inflation having eroded its purchasing power significantly during the Amin years.
