Stavropol was a flashpoint during the Russian Civil War, passing between Bolshevik and White Army control multiple times between 1918 and 1920. Local branch issues like this one emerged precisely because the central supply of Romanov and Kerensky notes had broken down entirely — regional branches were authorized, sometimes informally, to print their own obligations to keep basic commerce functioning.
The S520 series from Stavropol is known to have been issued in at least three variants, with differences in overprint placement and paper stock that reflect the improvised nature of production. P#S520C specifically is the least frequently encountered of the three.
