The Astrakhan Treasury issued its own emergency notes in 1918 as central authority collapsed across the Volga-Caspian region. These regional obligations were a direct consequence of the Bolshevik seizure of power disrupting the supply of Provisional Government and early Soviet currency to peripheral areas — local bodies simply printed what they needed to keep transactions moving.
Astrakhan held out as a contested city well into the Civil War period, changing hands between Red and White forces. Notes from this treasury were typically redeemed, repudiated, or destroyed in short order, which accounts for the relative scarcity of survivors across the entire S443 series.
