Tajikistan's first banknote series, of which this is among the lowest denominations, was issued in 1994 following the country's exit from the Soviet ruble zone — a transition complicated by civil war that had been grinding since 1992. The Tajik ruble replaced the Soviet ruble at par, but hyperinflation rendered small denominations like this one functionally useless within months of issue.
Goznak's Moscow facility was the logical printer; Tajikistan had no domestic printing infrastructure, and the political relationship with Russia remained close despite the currency separation.
