Issued to mark Elizabeth II's 65th anniversary of accession — the sapphire jubilee, a milestone with no meaningful royal precedent in British history, as no previous monarch had reached it. Victoria came closest, dying in her 64th year on the throne. The Royal Mint commissioned James Butler's effigy for the obverse, one of several portrait updates during Elizabeth's reign that remain a point of quiet controversy among collectors who track the evolving coinage portraits across decades.
