By 2006, Sudan's currency printing had been fully repatriated to Khartoum — the Sudan Currency Printing Press, established in the 1990s, handling production entirely without the foreign contractors that had supplied earlier series. Domestic printing gave the government direct control over issuance timing, a significant political priority during the extended international sanctions period that made contracting with European security printers increasingly difficult.

The security package — watermark and thread only — is modest by contemporary standards, reflecting the technical ceiling of domestic production at the time.
